Have you tried using the <https://support.citrix.com/article/CTX225934/citrix-app-layering-4-layerpriority-utility|LayerPriority Utility> to raise the priority of the Trend app layer? If that doesn't work, it may be worth attempting to install it in the Platform layer since that will always be the highest ranked layer.

I never used Deep Security, personally. Ran Trend Micro Apex One in an app layer for years without issue.

I think since the Trend app layer is the newest it should be highest priority?

Platform Layer is my last option.
It windows server 2016 it only works because Defender is broken. Therefore I'd like to trash Defender for Win10 in BIS-F Preparation for the published  vDisk
