You don't need anything in redirections.xml for this, just the Folder Redirection GPO settings. Check the permissions on the file share to make sure they are correct?

Yes just use GPO. The redirections.xml is NOTHING to do with Folder Redirection. Check that the policy is applying

If there is data in the FSL Container, you would need to move it from there to the redirected folders. I don't believe it will do any migration for you.
