Hi Artur, do you have access to the Citrix ADM with this network? If so, take a look at the L7 latency for both Server and Client. I suspect that there's something running on the client end that is causing the spikes. I see this quite often on my farm.

Had a similar issue a while ago. Turn off AppFlow on NetScaler.
