a customer of mine had an issue with 2308 and they had to wipe their existing wem cache to fix it.

it seems the json configuration does not exist in the cache. you can try to refresh the cache using agentcacheutility -d -r or delete the cacahe file.
by the way, do you upgrade from 2305 to 2308? any issue during the upgrade process? sometimes it causes the similar when forgetting to fill the account information during the database upgrade process.
if you'd like, please provide more log information to check whether the cache sync up successfully.

No issues updating from 2305 to 2308. Cache is updating fine. I'll try and find more log info.
