I just did both. One client I upgraded. The other client I built new, updated the ID and moved it to the new one from CVAD, WEM. Both worked fine
Never tried director though. Always built new and added it into the existing Site. Updated the auto discover file in IIS if the CVAD wizard didn’t do it. Then update any LB parts if any

Could maybe just use a snapshot if doing the in-place upgrade, I guess. Licensing (famous last words) shouldn't really be that difficult to replace if it screws up, hence why I was asking if it might be worth the risk

I did this with the same reasoning earlier this year. Shutdown, snap, prep for redeploy if needed, in-place upgrade 2012r2 to '16 then in-place to '19 IIRC. No issues with license server. Everything else I rebuilt new.
