If you have an on-prem Citrix license server (would be needed for PVS or XenServer), that would be ideal for co-locating RDS licensing

I likely dont understand why the need. there is a 120 or so grace period if no CALs detected. why the need for HA?

120 is the out of the box grace period. "Once the grace period ends, clients must have a valid RDS CAL issued by a license server before they can log on to an RD Session Host server" https://learn.microsoft.com/en-us/windows-server/remote/remote-desktop-services/rds-client-access-license
If you're using per device CALs, if your single RDS license server goes offline users will be denied connections. if you're using per user CALs and it goes offline, users will be permitted connections but you will be in breach of MS EULA . Thus RDS License server HA is recommended for prod environments

Where no other servers are available I've used a cloud based DC to host the RDS CALs.
