As in, DDCs are gone in this scenario? If I remember right, you'd need the DDCs too. Otherwise the database will have records of DDCs for brokering and managing the farm but if they don't exist it won't work. And you can't join a new DDC to the farm without one of the old ones at least. Now I am open to correction if anything has changed

Yes, It does need DDCs otherwise it will not work.
