WEM doesn't clamp memory, it releases idle memory (pages) to disk. If you have memory leak, that memory isn't idle 🙂

ah dang i thought that prevented the amount of memory something can take. is there any WEM feature for that?

Nope, there is CPU clamping (Danger, Wil Robinson) but no memory clamping, that would ultimately hurt an environment as it would page like crazy
I have to apologise here, the Cloud Service does offer a memory usage limit
did you configure static or dynamic memory rules?
