Nope you will gave to configure ntp to sn internal time server. Also you should use a template that is made from a vm that was booted and configured with the right time zone in windows. This info get saved in the virtual bios and then this will be set on your packaging machines when they boot. That will probably fix your one hour offset without an ntp server.
