repeaters inside blocks, yes, but the block_editor field inside of a block wouldn't work. there is a PR that was just opened with a custom Vue component to have something like what you are looking for though

Hey @User , this question comes up of often and there's no good answer for it at the moment. You can pass generic data to your repeater templates with

View::share()

(like a list of options for a select field) but it's not easy to pass specific data to specific repeater items (like an ID). This will be improved for sure. As a workaround, I think this may be an interesting direction to explore: https://github.com/area17/twill/discussions/1079#discussioncomment-1140370 TLDR: you can get the repeater item's ID from the Vue.js parent component

I want to base it on foreign key - where foreign\_id is not null

and you want that to happen in the background, not from a user controlled filter on the module listing, correct? If so, the filter function is there for that, you can refine the eloquent query there
