Please guide, if employee has already given previous employer income and tax deduction details to current employer at the time of proof submission in the month of Dec. Now Employer issued the Form 16 without updating complete details.
Can the employer refuse to update ?

No valid justification they have just given this statement "In our Form 16 we can only see << Current company>> income details. We cannot see previous company’s income details even if employee declare it.
This is because quarter return has been done as per company’s tan so that we can only see << Current company>> details."

As per my understanding, their payroll partner, has filled incorrect returns and if they amend now, this will lead to lots of rework and also the delay charges ..

But employers cant refuse to update and if they are refusing, this will be risk and any employer can notify that

Ideally they should not refuse, however, we do not live in an ideal world. Updating company returns will take extremely long time which will result in delay of financial closing, audit gaps and may be penalty too for the employer.
Have you checked your Form 26AS on Income Tax website?
