Regarding the vacant positions in industries/enterprises and organizations in Vadodara district/city, it is mandatory for the District Employment Exchange to fulfill its responsibilities as per the Employment Exchange (C.N.V.) Act of 1959 and the Rules of 1960. All public and private entities such as factories, offices, schools-colleges, hospitals, hotels, petrol pumps, malls, showrooms, banks, etc., which fall within the jurisdiction of Vadodara city-district, are required to submit their quarterly E.R.-1 returns and monthly returns with an 85% registration of employment to the District Employment Exchange within 30 days. It is also mandatory to notify the Employment Exchange 15 days prior to filling any vacant positions through the online contract labor portal. To ensure that the youth receive direct employment opportunities and organizations/enterprises have access to skilled manpower, the Government of Gujarat has taken the initiative to establish an online work portal for the functioning of the Employment Exchange. Employers and job seekers can register on ANUBANDHAM.GUJARAT.GOV.IN and NCS.GOV.IN for employment registration. Until March 2023, all organizations/enterprises in Vadodara district/city are requested to provide accurate information to the Director (Employment) Office, Tarsali, Vadodara, in person, by post, or via email (empvad@gmail.com), and complete their registration on the contract labor portal, if pending. It is emphasized that organizations/enterprises that fail to submit timely returns will face legal action. @Nirav Shah Filing of ER1, under the Employment Exchanges Act is mandatory across India. They expect us to update them on the new hires / probable hires that we are recruiting. The information to be provided is very simple, and there is not much that these agencies are able to do - specially for niche skills. And in case they are able to provide us with support, then it aids in our recruitments and thereby reducing the hiring cost and effort. You can go ahead and fill in the required information. If you need any connect in Baroda with the HR Fraternity there, do let me know - I have got few of my friends in the HR Fraternity who can help you. Trust this helps. Sharing my contact on DM.

@Nirav Shah as rightly explained by @Ashish Vyas all companies which come under the S&E Act, have to comply with the regulatory filings and is applicable across India. Attached is the list of compliance checklist, not exhaustive though. Each state has a few additions or exemptions. few of the ones will be common across sates. Hope this helps.
