What do you need the users to do? Just upload? If so then try Box

They'll need to upload and access the files from the portal.

Ah, Box is great for allowing users to upload without an account via a form, but access to files without logging in (and without making them public) would be trickier.

Nextcloud maybe?

Sometimes we automate folder creation in Google Drive then automatically share that folder with the user email so they get access to all included documents. Can be useful for internal organization too. Admittedly, sometimes the users struggle with the permissions. Especially, if they don't usually use Google Drive with that email account.
