This is handled by Rails as Alberto linked above and can be configured in the application Solidus is added to based on what your preference is. Some people run their apps in UTC, others prefer to set it to the local timezone.

I work on a store that has allowed the admin user to change the timezone settings for the view layer, that has been helpful because the team is widely distributed. Changing the application timezone has wider implications so I think if this is an option, it should be for display purposes and could be managed per user possibly even done client side based on browser timezone configuration.
The danger of changing application timezone in the backend is that often times application code may make assumptions about the timezone that would no longer hold true if an admin changes that. That's why I think it's preferable to require changing this be done as a code change in
config/application.rb
, but I think what you are describing can still be achieved at the backend presentation layer.

Hey, I see your point. It should go into the installer configuration. Shipments depend heavily on it for everything related to pickup. We should consider handling this more flexible. In addition a user based timezone would definetly be nice for the admin.
