@Kevin I looked like a good way to understand how often this happens and ensure it’s not something specific to the store I’m working on

Every store is different and the implementation of custom rules can vary wildly.
Its easy to right a rule that scales well early on and then doesn't scale well when the database grows to a certain volume.
Good Indexing can help.
