We're looking into using Solidus promotions for shipping - however, we need to present the discounts on the shipping rates prior to the customer choosing them. The current system in Solidus does not allow for that, as the system only kicks in after shipping rates have been selected. I'm guessing that this might be a thing that other stores may be interested in as well: Who would be? We have a rough idea on how this could be implemented and can very well imagine upstreaming the work.
