from my pov, i dont rely on the volume bracket to shortlist. it is often not the best indicator. Have found out that many keywords which showed 0-10 or similar, over coming months drove lot more organic traffic than initially estimated by tools like semrush/even google keyword planner
High intent is key and maybe look at competition, i will always prefer addressing landing pages for keywords with lower competition for high intent keywords before taking up the rest.
if it is high intent, if your ICP uses the phrases in any email/calls or similar communication and you feel a landing page can add value/guide them in their journey, worth taking it up.
