For ToFu content you can look for writers on Linkedin. For more complex topics, you will either have to hire an agency with previous experience in legal tech or hire full time writers and train them.

The issue with this approach is highlighted by what @Divyank Jain said. When you go out about Creating Content without having any clarity about what Marketing/Demand Gen Strategy looks like(not doing the necessary Marketing Research for it) you will eventually need to hire people who have prior experience in this. Content Creation becomes the most expensive thing when you do it without a Demand Gen Strategy
