All my calls from 14:50 to now (UTC-5) are failing for user_declined dissconnected reasons. But those calls never reached the user. e.g. call_c5b2de74ace7353d9acf5c89ecd

It was a telephony provider issue. But I think the dissconnected reason is misleading. 

This is not an "user_declined" case

Could you clearify If I can asssume that all user_declined errors are telephony provider?
