The Create Phone Call API requires both a `from_number` (your Retell-managed or imported number in E.164 format) and a `to_number` (destination number in E.164 format) . [(2) ](<https://docs.retellai.com/api-references/create-phone-call>)

Web calls are a separate call type and don't have the concept of "outbound" in the same way—they're initiated when a user connects through the Web SDK in a browser.
