I have a friend who is currently in US  and  needs to provide Govt. issued birth certificate, He was born in 1970, Kerala (at home - not in hospital) - and has a Church’s hand-written document that he has  used as birth certificate. He has aadhar/Passport with Kerala as Birth place and the correct birth date. He was told that there is  process in which based on the  aadhar/Passport  - you can get a official birth certificate Do you know of anyone who has done this or any agent who would be able to help?

The birth certificates are issues by the municipal corporations, so I think it will be better if he checked directly with them. Someone else’s experience might not apply to his city/town

if a lot of people have these church issued documents, then his municipal corporation might have some provision for it

The birth certificate is called Form-5 as per the Govt documents. This is the one that is acceptable to passport offices. I got it made from the local gram panchyat office as I was also born at home. I also had a receipt of birth registration which I thought was birth certificate for almost 20 years. Passport office told me that birth registration and birth certificate are two different documents. That’s when I got it made from the local village office.

Thanks @melodic-jordan-81418 and @cuddly-teacher-92140 My friend came to know from his colleague (who had the same issues) who got his Birth certificate from Bhopal - via an agent who used Passport and Aadhar as supporting documents and got a birth certificate So he wanted to check if there are agents you are aware of agents in Kerala (or India) - so that he can follow up

I got mine by modifying the records in panchayat office by paying some amount ,earlier date of birth certificate is manadate for passport. So speaking to vro or vra technically helps
