Pr to enable E2E tests for WIndow:

There runs just on the release-please PR every time there is a commit or when a PR change the tests.
Note that the CI is failing because of Window related bugs we do have in main.

The fixes for these bugs are:

I can review but cannot test, do we have any windows users to test it?:eyes:

but actually I think we don't need a VM here. Because in GH action I'm already using a win VM and the first CI contains the test cases (which are failing) for the other prs. So if we merge the first one and rebase on that, we should see the exact test case going green

Side note: once we merged the first PR, we block the release :slightly_smiling_face: as tests will be red

It has to be triggered manually. This is because this workflow just run on the release branch automatically (it take 15min)
