The release procedure checklist mentions: "Check the output of linting for warnings and address all that you can resolve." And linting warned me that 4.1.0 is available, so I thought that I should update it before the release. yes, that's partially true. there is a new version of tools out, but we haven't pushed for a template update yet, so it is fine to not update the template yet.
