Hmm, why do we limit what we allow as a registry? Why would it not include

<http://docker.io|docker.io>

?

This is a bit of a fallout from the switch of having no registry prefix to require a one and how we lint for that. We don't allow in general external registry, but didn't include a good way to handle the exceptions yet
