Can you clarify what you mean by

The video is playing in slow motion on the non-publisher participant. 1 second in the video (the datetime is visible in the video image) takes about 3 seconds on the non-publisher participant screen.

It sounds like a publisher side network issue, can you post the timestamp, publisher’s identity when issue occurred?

The publisher’s video bitrates is 1.7Mbps and not enable simulcast, it might overwhelm its uplink or subscriber’s downlink, you can try adjust to lower bitrates or enable simulcast if subscriber’s network is not so good.

We are publishing video with the livelkit-cli & gstreamer as described in the topic "Publish from TCP (i.e. gstreamer)". Can we lower bitrates with the cli or how can we enabled simulcast?

Ah ha, that's an important detail. When you publish from the CLI, you'd have to specify a framerate. Otherwise we would be guessing it (and likely would get it wrong)
