So I need to write my own backend and Frontend should access it to create a room and connect the first user, because livekit meet accesses directly to livekit server to create a room and track

there is some (limited) functionality for this available in the server SDKs (e.g. https://docs.livekit.io/realtime/server/managing-participants/#mute/unmute-a-participant's-track), but if you need more advanced stuff like triggering publishing of a track on a participant, you’ll have to write your own logic for that.
