This would depend on the publisher.. where is the video coming from? time to first frame depends on when the client receives a keyframe from the publisher. LiveKit client SDKs are all capable of generating keyframes as soon as requested.. But if you are publishing from WHIP (esp without transcode), it's up to the publisher to handle keyframe (PLI) requests

yup, transcoding will allow us to react to the PLI requests (which Ingress handles well).
