How are stacks counted for the free tier limit? Is it based on the number of top level branches?

 -&gt; B
     -&gt; C
     -&gt; D```
For example, if I have branch B based off of branch A, and then branches C and D based of B, this would count as two stacks, correct?

this is one stack! It's based on the number of stacks off of trunk
