I see this all the time, and have to hop to github when it does. I also regularly have multiple Graphite windows open, so I wouldn't be surprised if that was related.

Ah yeah - there's a known issue also that Arc freezes inactive tabs a little too generously. If you have an active Graphite tab elsewhere, opening a new one will hang until you take action on the other tab
