Hey Ian! You should be able to start a review by leaving your first in-line code comment

after that you should see it hit this draft state! hovering over the submit comment tab will let you finish the review when you're done

If you're leaving issue-level comments or responding to existing threads, those post independent of starting a review

Thanks for explaining. That is a less hacky work-around, but I would really like to be able to reply to comments as part of a new review like GitHub allows and used to be the behavior in Graphite.
