I think only if you make your plugin a settings plugin. Whenever you configure one project from another you couple the projects and that's bad for more advanced Gradle features like configure on demand and others. This would maybe help you, so you might add your use-case if it is missing: https://github.com/gradle/gradle/issues/22514
