There's a common mantra at Meta that "nothing is someone else's job" everyone has an area of focus and we largely let people decide how best to have impact in that area. The allocation of head count between orgs is something I don't have much insight into, but I can say that we always have headcount open on both sides and when "more people" will solve a measurable problem, we are pretty god at getting more people to work on it.
