what version of Gradle? you should be able to apply a plugin with the same version in multiple projects since Gradle 7.4

if the plugin wants to do anything cross-project (such as shared build services, which I think the KGP might use) then it does need to be in the root classloader to avoid issues, but that's a different issue. it should work to write
plugins { alias(libs.plugins.kotlin.jvm) apply false }
in the root project and
plugins { alias(libs.plugins.kotlin.jvm) }
in all child projects that need it

Ahh, ok yeah, it is a KGP-only issue. That's what I get for asking the question days after I looked into the message
