Any recommendations for a budgeting software for someone who doesn't have internet?

I use Quicken for the desktop but its budgeting isn’t great,

Check out <https://actualbudget.com/|Actual Budget>, it’s basically like YNAB 4, it’s open source, and it can be installed and used locally without a server connection. 

I would guess it’s the best option for him.

this looks like we can leverage it at frum finance for building out our tech

One of the amazing things about actual is, that you can have your own server on pikapod, and your own bank connection (works pretty good) by simpleFIN, all for pennies per month. 

But I never had a chance to check and test it out fully.
