The error message above suggest that you have hashicorp/azurecaf specified as required provider in your terraform template. This just does not exist. Thats not an issue coder can do anything about.

why would you use fly.io ? you need to host Coder yourself anyways, so you might aswell use docker

you can always try webdock.io they're cheap and give you pretty good resources. although, you will need to get a KVM machine for docker.
