I edited initial report down because wasn't sure how to explain why Instagram block didn't work on first day. What should we say here?

Royce Branning created a high priority On-Call Investigation CLE-998 Instagram blocking not working

Root caused. Rule was created when the parent had onboarded some of the kids devices but not all of them. As such, the agent used the 
userId
parameter in the createPolicy tool call The logic assumes that if you are using the 
userId
parameter, the device doesn't exist yet, and we'll attach it when you create the device. Fixes needed to close this ticket out: 1. Manually attach the rules to the correct devices now that they exist 2. Update the API logic so that it maps to a device id if it exists - even if we went through the userid. @Michael Landolfi for visibility

1. Done. Also did a db query for any other families with active rules that had no targets. Only Pattersons came up, added the appropriate device there too 2. PR here @Michael Landolfi would love your review when you get a sec
