Haven't looked at your codes, but your testing data is in April, so of course it will always return false

timezone = "Australia/Sydney";

april, i was testing to be in dec

well you date format is wrong then.

yyyy-mm-dd

so your code is being read 12th of April.

I changed it and it is still causing an issue
