How can I check what packages are installed on CF2018. I know that CF2023 has a utility that I am using to check this but How can can I do this in Cf2018

CF2018 isn't split into packages. They started doing that with 2021. The only option when it came to that before CF2021 was the stuff that runs in a separate service, like htmltopdf and solr. So the easiest way to do it is look at the list of services, and see which ones are listed.
