EDIT: seems ALL servers are suffering from this issue. So a change across the board would be best. Legacy needs an overhaul for Governors, specifically in regards to upkeep. The current upkeep costs are unreasonable. Anyone who takes a governorship is either forced to do one of two things: 1) take it upon themself to fund the ports infrastructure level by fleeting 500k-700k to keep the level up OR (and what has been happening at an alarming rate lately) 2) Just stop playing/let the port go to waste because it isn't worth the time/effort for someone to have to personally fund the port. Let's face it, we all love this amazing game but the population is not there for economy alone to sustain these ports upkeep costs. There are lots of ports that were economic hubs for Legacy all now in decline because the governors have discovered the hard way it isn't worth the time and effort it takes to fund the port. Furthermore, nobody else is going to take on the burden because we all know it isn't worth it. So now we have major ports sitting with inactive governors just rotting. The further these port infrastructure levels drop, the more difficult running econ becomes as well. I personally am already weighing whether to close down my own econ business because the ports I rely on for mine are failing. Economic impact aside, the stress the current upkeep puts on governors makes a once fun part of the game once again not worth playing. I'm not sure if the chart below [see attached picture] is an older version, the live server numbers, or what, but THIS would be so much better, preferable, and more reasonable to what we have now. I upvote this! (not sure if there's an upvote button) The wiki screenshot shows more reasonable upkeep costs, whereas legacy is 3x those costs

Not only Legacy, live servers too. Massive prices that were made as a dubloon sink, despite not everyone having billions of dubloons to upkeep a port, especially in low pop times when econ is not done and sales arent placed.
