Well, I wouldn't say "of course not." Apify currently absorbs the usage costs of free users. There is nothing preventing Apify from also absorbing PPE costs and, therefore, paying developers for the events these free users incur. That would require Apify to take on higher costs from free users, but it is not, per se, impossible. There could also be indirect benefits for Apify, such as attracting more developers to the platform or encouraging the submission of new actors that otherwise would not have been published.
