The non-partitioned topic can also created via admin api. If no, it looks like something works unexpected. Is it possible to reproduce the issue?

yes, I managed to reproduce it several times today eventually I had to manually create the topics like this:

./pulsar-admin topics create-partitioned-topic <persistent://example/ns1/some-topic> --partitions 5

I see, please help create a github issue then we can try to reproduce the issue and fix the issue.

It should not cause by the operator since you have confirm the policy by admin API, most likely it could be a race condition make the policies not work.

yes, this isn’t related to the operator itself..I’m just saying i’m not using the chart of the regular pulsar but the streamnative one..

Please open an issue in the Apache github repo, since this is an issue with the Pulsar Admin API.
