Will the scheduled messages work when the brokers restart ?

Yes, the message is persistent to bookies. The broker will recover the data from the bookies after restarts. So the delayed messages will also be recovered (actually, it will rebuild the delayed message index)

What about the geo-replication of these scheduled-messages and their expected behaviour

The delayed messages will be replicate to the remote cluster immediately, and the consumers(Shared Subscription) from the remote cluster will consume the messages according to the delay time.
