Did you look into Replicated? I think this is part of their offering. Maybe a good case for buy vs build

I've done a cursory glance. It does look quite relevant. It indeed is right on the fence of make/buy, the only argument for make is that if we "make" it might be easier to do phone-home telemetry and advanced self-healing
