My plan is to add fallback logic in the OTel initialization if otel provider is none but OTEL_EXPORTER_OTLP_PROTOCOL is set, infer the provider from that. Similarly, if otel endpoint is empty, fall back to OTEL_EXPORTER_OTLP_ENDPOINT.
