are any processes still running under the old user session? If so, have a look at adding them under the logoffchecksys registry key. Other option is the filer not releasing the open files for FSLogix, when the second account logs on, does fslogix create a chained container? If it does, that means that the first fslogix container has not been released properly

Do you see the session in Task Manager with some processes?

@Robert Berggren when this occurs are you seeing their vhd/vhdx hung as well?
