We saw that error a lot when the netscaler ran out of resources. We had to reboot our NS to clear enough resources to not get that message. To clear the mem leak causing it we had to move to v 13.0.88.14. not sure about higher versions

What kind of setup do you have? Content switch? Gateway using authn profile and AAA vServer?
