I’m think i found the reason for this issue. A reboot of Netscaler resolved this issue. After 1-2 minutes CPU-Consumption drops to 300-500Mhz. Very strange… Netscaler runs after editing CPU Yielding more than 24 Hours with no change in CPU drop…
