tl;dr - 3 year lifecycle for .0 releases, 5 year lifecycle for .1 releases going forward.

For what it's worth right now, if you don't need something that's only in v13 then latest 12.1 is likely your best candidate. 12.1 has been in maintenance release mode for a few revisions so it's focus is more stability and bugfixes than new features.

Except they have back-ported several 13.0 features to the 12.1 "maintenance" builds. I was hoping for "maintenance" build to actually mean "no new features" but so far that hasn't been the case.

Yes it's unfortunately not a hard and fast rule but it's the direction they're trying to stick to.
