You would need two separate appliances, load balanced.... adding two licenses to one appliance won't achieve this!

Confirming licenses are not cumulative. The only situation where that would work is in something like pooled capacity

yeah having two of the same license won't double up the capacity. the highest valid one wins from what i remember
