Interesting, a packet capture will disprove my question. You'll either see traffic after an SSL negotiation or not. That being said, I think you are probably on to something there.

Off to find someone with access to log on to a DDC and run PowerShell.....

same subnet for the 2 builds? it's not FW on the build not working? From an ADC I don't really see why it wouldn't work. Cipher ok maybe or access policy indeed.
